Gas Safety
The introduction of the Gas Safety Regulations (1994) makes several requirements with regard to the servicing of all gas equipment in rented properties.
Effective October 1994, all gas appliances in rented properties are subject to annual checks by a CORGI registered gas technician. All landlords must then furnish the tenant with a copy of the inspection certificate as required by law.
The maximum penalty for non-compliance with the regulations is a £5000 fine and/or imprisonment.
Electrical Safety
The current Electrical Safety Regulations require that any electrical appliances in rented properties must be safe. However, unlike Gas Safety, there is no statutory annual testing interval.
The regulations require that: all electrical appliances must be safe; all electrical equipment manufactured after 1st January 1997, must be marked with the appropriate CE label; and that manufacturers instructions are available at the property for tenants to view.
Furniture and Furnishings
Effective 1st March 1993, landlords renting residential property are expected to ensure that all upholstered furniture complies with the Fire and Furnishings (Fire) (Safety) Regulations 1988 amended 1989.
The regulations state that: upholstered articles must have fire resistant filling and pass fire safety tests; and that all furnishings that comply with the regulations and are in rented properties, must carry a permanent identification label.
